Flood Risk Assessments for Commercial Development

Most commercial and industrial development in Flood Zone 2 or 3 — and any site over one hectare in Flood Zone 1 — needs a Flood Risk Assessment to support its planning application. The FRA assesses flooding from all sources, demonstrates the development is safe over its lifetime, and sets out the mitigation and surface water drainage needed to make it acceptable.

Flood Risk Environmental prepares commercial FRAs for industrial and logistics units, retail and leisure schemes, offices, mixed-use blocks and change-of-use proposals. Every report is written to pass first time and dovetails with the drainage strategy the same scheme will need.

What Your Assessment Covers

Antony Riozzi BEng (Hons) brings over 17 years' flood risk and drainage experience, including time within a Lead Local Flood Authority — so commercial reports anticipate what reviewing officers and statutory consultees look for.

  • ✓  All sources of flood risk assessed — fluvial, tidal, surface water, groundwater and sewers
  • ✓  Finished floor levels, safe access/egress and lifetime safety demonstrated
  • ✓  Sequential and Exception Test support where required
  • ✓  Surface water drainage strategy and SuDS to manage runoff
  • ✓  Flood resilience, resistance and an evacuation plan where needed
  • ✓  Fixed fee, delivered in 3–5 working days

Commercial Schemes We Cover

Industrial & logistics

Warehousing, distribution units and industrial estates, where large impermeable roofs and yards drive surface water runoff that must be managed.

Retail & leisure

Retail units, supermarkets, leisure and hospitality, where safe public access and egress during a flood event must be demonstrated.

Offices & employment

Office buildings and employment land, with lifetime safety and operational continuity addressed.

Change of use

Converting commercial premises to residential or other higher-vulnerability uses, which triggers a fresh FRA against the flood-risk vulnerability classification.

Mixed-use schemes

Ground-floor commercial with residential above, balancing the vulnerability of each use within a single assessment.

Car parks, yards & works

External hardstanding and parking, where attenuation and exceedance routing are central to a compliant drainage strategy.

How It Works

Every commercial assessment follows the same structured route from data to decision.

01

Site & flood data review

We pull the latest EA flood data, historic records and any available modelling for your site, and confirm the flood zone and risk.

02

Assess & model

Flooding from all sources is assessed, with finished floor levels, access/egress and lifetime safety established.

03

Mitigation & drainage

We set out resilience, resistance and the surface water drainage strategy needed to make the scheme acceptable.

04

Report & submit

You receive a submission-ready FRA, written to satisfy the LPA, LLFA and Environment Agency at first submission.

Why Choose Us for Commercial Flood Risk

Flooding adjacent to a development site

Flood risk and drainage specialists. It's all we do — so commercial FRAs are handled with the depth statutory consultees expect, and turned around faster than a multi-disciplinary firm.

Authority-side experience. Time within a Lead Local Flood Authority means reports address the exact points reviewing officers and the Environment Agency raise on commercial schemes.

One team for FRA and drainage. Your commercial scheme will usually need both — we deliver them together, so they're consistent and nothing falls between consultants. See drainage strategies →

Frequently Asked Questions

Do commercial developments need a flood risk assessment?
A commercial development in Flood Zone 2 or 3, or any site over one hectare in Flood Zone 1, will normally need a Flood Risk Assessment to support its planning application. Major schemes can need one in lower-risk zones too. Unsure? Contact us for free advice.
How much does a commercial FRA cost?
It depends on the size, flood zone and complexity of the scheme. Commercial assessments are quoted on a fixed-fee basis once we've seen the site — you'll have a quote within 24 hours. See pricing →
Do you also produce the drainage strategy?
Yes. Commercial schemes almost always need a surface water drainage strategy alongside the FRA, and we deliver both together so they're consistent.
How quickly can you turn it around?
Most commercial FRAs are delivered within 3–5 working days, with a faster service available for sites against a planning deadline.
